The first Regional Action Plan (RAP) is the product of a year of collaboration during the COVID-19 pandemic by key Bay Area leaders, policymakers, stakeholders, and people with lived experience, to identify solutions homelessness and housing insecurity. The RAP is a roadmap to reduce unsheltered homelessness in the Bay Area by 75% in three years.
We have a once-in-a-lifetime opportunity to create a Bay Area where homelessness is rare, brief, and non-recurring. To achieve that vision, the RAP introduces the “1-2-4 framework” for concurrent investment in interim housing, permanent housing, and homelessness prevention.
Since the launch of the RAP in April 2021, it has earned the formal endorsement of three counties, BART, and several cities, Continuums of Care, and homelessness advisory boards.
