This project addresses two critical barriers to a successful residential building decarbonization transition: ensuring job quality and preparing a skilled workforce. It uses a multi-approach: workforce training, market transformation to improve job quality, and supporting contractors to provide equitable access to these quality jobs. 

Through Rising Sun’s Opportunity Build construction pre-apprenticeship program, the project will pilot a specialized training curriculum in residential decarbonization (electrification and energy efficiency), creating pathways for low-income job seekers of color to enter the green economy. 

Through the High Road Training Partnership (HRTP) in Residential Building Decarbonization, convened by Rising Sun, the project will develop a contractor support initiative to help small, BIPOC, and women-owned contracting businesses comply with job quality standards in public decarbonization programs so they can not only provide family-sustaining jobs but also compete effectively in this growing sector. 

The project will grow High Road green jobs, advance economic justice, and support California’s climate goals. Catalyst funding will support the design and testing of the training and the planning of a regional contractor support program.
