The application window closes on September 20, 2024, at 11:59 pm Pacific Time.
For your application to be considered, it must meet the following qualifications:
- Lead applicant must have attended at least one Sub-Regional Table meeting or one monthly Stakeholder Meeting between June 2023 and August 2024. Attendance by committed partners that are listed on the application will not be counted.
- Lead applicant organization must be located in and applying for projects that will take place in at least one of the nine counties of the Bay Area Region: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma.
- The State of California mandates that the Catalyst Program adhere to the federal government’s Justice40 guidelines (see the Glossary of Terms in the Application Instructions for more).
- Projects must be either “exploratory” (an idea or a back-of-the-envelope plan that may need dedicated funding to assess and develop into potential projects) or “last-mile” (projects that have undergone initial steps towards development and must clear a few additional hurdles before being considered ready-to-go).

Step Three: Email your completed documents to [email protected] with the subject line: Catalyst Application_ORG NAME.
A completed application includes:
- Application – Make a copy of the application, and export to PDF format after it is complete.
- Work Plan – Make a copy of the template, and export to PDF format after it is complete.
- Budget – Make a copy of the template, and export to XLS format after it is complete.
- Community Commitment Letter – Make a copy of the template, and export to a PDF format after it is complete.
